Transport
Department: It
has initiated the computerisation of its services and has
started the process of networking its 39 office locations
with the central office. The following services are being
offered with a smart card interface on a Build, Own,
Operate (BOO) basis: |

The
smart card will bear the name, the finger prints
and the photograph of the vehicle owner and will
also carry information on the date of issue, the
make of the vehicle, validity period of the
fitness certificate, taxes paid etc.

Department
of Land Records: 95%
of the land records across 45 districts have been
computerised. Cheap and handy devices like the simputer
and an electronic signature device are being experimented
with to enable online issue of land record certificates/
khasras.

Department
of Registration: The
office of the IG Stamps and Registration has commenced the
computerisation of its operations. Most of the
documentation and the registration formalities have been
completed and roll out plans for the entire state have
been formulated. The department plans to introduce
electronic notarisation services wherein registration
services will be provided through information kiosks. A
pilot project has been operational in Bhopal for the last
one year.

Department
of Commercial Taxes: All
52 offices of the Commercial Tax Departments are being
networked. A database of all tax payers and business
establishments is also being created to facilitate online
tax payment. The process of networking and automating the
check posts has also commenced.

Treasury
Operations: To
facilitate online information access and to bring greater
transparency to the treasury operations the district
treasuries are being networked with the state
headquarters. This system will be integrated with the
voucher level computerisation program of the AG's office.

Department
of Agriculture: The
State Agriculture Marketing Board has prepared a plan to
computerise all mandi board activities and integrate the
mandi network through a VPN over the next three years.
They plan to use this network to facilitate e-commerce in
primary commodities in the future. The department is also
using satellite communication for its extension services.
It is in the process of providing connectivity between the
district headquarters, the blocks and the soil testing
labs.

The
Forest Department:
The Forest department has provided computers to all its
District level offices. To facilitate the transition
towards a paperless office, software for the majority of
its work have been developed. The department has initiated
the use of GIS for shifting to integrated solution based
on computer generated maps. The Minor Forest Produce
Federation is now providing results of the Tendu leaf
purchase tenders on line. The lot list is also available
on the web site.

The
Police Department: The
police department is developing a web-site through which
citizens will be able to access information and interact
with the department online. It is also networking all the
police stations with the Police Headquarters In Bhopal
through a dedicated network to improve the internal
efficiency of the department.

The
Industry Department:
The
department plans to make extensive use of IT for
facilitating new and existing industry in the state.
Information on incentives, tax rates, regulations,
procedures, clearances required will be provided on its
web-site. Digital maps of growth centres with details on
availability of space, rates, plot sizes, occupancy levels
etc. will be provided online along with government tenders
and application forms.

The
Technical Education Department: The
department in close association with the Rajiv Gandhi
Technical University is establishing a Technical Education
Management System (TEMIS). Through this on line
counselling for admission to technical institutions shall
be facilitated. Access to digitised information sources in
all institution networked through the system will be
provided.

The
Mantralaya: The
state government has commenced a major programme for the
installation of computers and other allied equipment in
the mantralaya this year. The departments located at the
mantralaya are being connected through a LAN and
integrated software is proposed for all secretariat
transactions.

To
ensure a qualitative improvement in the personnel involved
in governance, an enhanced and enlarged training programme
has been envisaged in the state policy on training.
Training at the time of entry and during various stages of
the career has been introduced and focussed on usage of
modern gadgets and bringing about a new orientation in the
thinking of the individual. To make computer literacy
widespread amongst the employees suitable changes in the
personnel policy are being proposed.
