AGRI TECHNOLOGY INSTITUTES              
 
The Jawaharlal Nehru Krishi Vishwa Vidyalaya (JNKVV), in Jabalpur is the State Agriculture University in the post Chhattisgarh formation. It has 6 colleges and various zonal and regional Research Centres affiliated to it spread across the state.

The Madhya Pradesh State Agro Industries Development Corporation Limited.
MP Agro was set up with the mandate for promoting agro-industries. However, its current range of activities include.

»

Agri input manufacturing (agri implements, manure)
» Sale of fertilisers, tractors, irrigation systems, tyres etc. through their retail outlets
 
» Disbursement of all agri-input subsidies i.e. tractor, drip & sprinkler irrigation systems, biogas plants
 
» Running of two food  processing units
» Operation of a 3000 acre farm at Babai, where it has undertaken contract farming for Corporates
 
» The Corporation has been declared as the State’s nodal agency for Food Processing industries.
Madhya Pradesh Agriculture Marketing Board (Mandi Board): The Board administers the 230 mandis of the state; it oversees the efficient functioning of the markets and provides supporting infrastructure associated with it. It is also responsible for the sale of agri inputs and documentation of market information.

MP Agriculture marketing Federation (MARKFED): MARKFED is the federation of co-operative marketing societies in the state. It provides agri inputs (fertiliser, pesticides, seeds, pump-sets, sprinklers etc) and marketing facilities through its member societies numbering about 300. It purchases produce from the Mandis and undertakes price support operation on behalf of the government. It has established 6.4 lakh Metric Tons of storage space in 620 centres across the state. The federation is involved in food processing business as well, operating 43 rice mills, 4 Dal mills, 2 cattle feed factories and 4 cold storage units. OILFED is, similarly, a co-operative society with a focus on Oilseeds

POLICY THRUST

The Govt. of Madhya Pradesh recognising the importance of Agriculture to the State economy seeks to accord it its proper place in the context of the overall Economic Development of the State. Agriculture & its allied activities is one of the main pillars of development on which rests the burden of the majority of the populace. With a view to improving the lot of the masses, the state stands committed to fully exploiting the thus far hidden potential of the sector.

In line with the overarching theme of ‘Connectivity’ of the Economic Development Strategy, the Agriculture Policy seeks to connect the agrarian economy to greater prosperity through access to best farming practices & technology, access to markets, to greater value addition and to diversification.  

STRATEGY FOR DEVELOPMENT

The government’s strategy for development aims at accelerating agricultural growth within the overall framework of economic development through improvement in production and productivity levels, better market access, greater value addition, diversification into allied activities and finally through greater participation of the private sector.

It shall therefore launch various initiatives to energise the sector from which the largest section of the population derives its livelihood. These shall be targeted at:
» Improving agricultural production and productivity levels through  a greater emphasis on the quality of information / technology dissemination mechanisms, research and the easy availability of agri inputs.
 
» Facilitating access to markets, both local and export, through the creation of necessary infrastructure as well as institutional mechanisms for market promotion and information access.
 
» Encouraging diversification into the allied sectors such as Horticulture, Dairy & Animal Husbandry, Inland Fisheries and Minor Forest Produce for improved returns and greater work opportunities.
 
» Enabling higher value addition and the development of a vibrant processing cluster by addressing the development of both backward and forward linkages.
 
» Promoting maximum integration of private initiative in the sector so as to improve the availability of funds and expertise.
 
 
The government shall attempt to catalyse the above through various initiatives discussed in detail below.
AGRI PRODUCTION & PRODUCTIVITY ENHANCEMENT          

There is vast potential for enhancing production and crop yields. While agro climatic and rainfed farming conditions are responsible for this to a large part in the State, the government proposes various interventions to address the above.
» Overhaul the existing Extension framework to provide effective / solution oriented services available to the maximum number. The obsolete practices shall be done away with to provide up to date information using modern technologies and innovative mechanisms.

»

The Krishi Samiti in the village panchayat shall be made the nodal extension arm at the village level.
 
» The possibility of the same officer being a single point source for information on Agriculture, Animal Husbandry and Fisheries shall be explored.  Pilot projects shall be undertaken in select regions.
 
» Private participation shall be encouraged by allowing corporate or other private entities to adopt regions. In this context, a Private Agri Extension Policy is being drafted to set the guidelines for private sector participation in extension services. An MOU has already been signed with a private party for the Hoshangabad district.
 
» The course content at Agri Universities, Farmer Training / Gram Sewak Training Centres shall be completely revamped in line with the latest practices and techniques. The program for the establishment of Training centres in every district shall be completed in the next 10 years.
 
» The power of Information Technology shall be effectively harnessed by launching “MPKisanbandhu.com” as a vehicle for information dissemination, extension services and on line communication for speedy problem resolution for farmers. It is proposed that MP specific rich local content relevant for farmers shall be developed eg. Mandi prices, weather reports, best farming practices etc. in collaboration with Agri-Universities as well as private sector. The Govt has already made a beginning by launching weekly on line communication sessions between farmers and relevant agri-experts through satellite connectivity. This facility is proposed to be made available to every block headquarters, district headquarter, mandi and soil testing centres in the next 2 years. A website to provide the latest information to farmers on the impact of WTO on agriculture is also being created and an MOU has been signed in this regard.
 
» Ensure Statewide Rural Road Connectivity. This shall be the cornerstone of the Economic Development Strategy of the State as it facilitates access to the rest of the world, be it markets, suppliers, technology, information or development opportunities.
» Phased development of the rural network is envisaged through both the Prime Ministers Gram Sadak Yojana (PMGSY) and the Kisan Road Fund (KRF) set up from the contribution of the Mandi Cess. Annual contributions are expected to be around Rs. 214 crores from the PMGSY (for year 2001-02) and 85 crores from the Mandi Cess.
 
» A total of 1800 km of roads have been identified for upgradation to tar roads and 300 km for new construction, spanning 157 blocks, under the PMGSY for 2001-2002.
 
» The PMGSY funds shall be used for new constructions and road upgradations only while Mandi funds shall be utilized for the rehabilitation of existing roads
 
» Options for leveraging the funds from the Mandi cess from financial institutions shall also be explored.
» Improving the Seed Replacement Rate through strengthening of Seed Multiplication & Distribution. The government has identified seed multiplication as a major focus area in view of the high shortfalls in supply leading to a poor seed replacement rate and therefore declining yield. A program for ensuring the production of seeds in adequate quantities shall be initiated.
» Seed Grower Coops shall be encouraged to grow seeds and complement the efforts of the government. Part of the expenses for maintaining a scientist shall be borne by the government to ensure the use of scientific methods.
 
» Private parties shall be allowed to grow seeds on the Govt. Seed Farms which shall be bought by the State at a 25% premium.
 
» To enhance the quality of the seed, Seed Development / Research Centres / Laboratories shall be established across the state.
 
» Breeder and Certified seeds are being made available to SC/ST marginal farmers through the schemes of Annapurna and Surajdhara.
 
» Promote Seed Research.  The State envisions an agricultural revolution within the state powered by the Life Sciences engine of growth. It is committed to the development of the Life Sciences Gateway at Bhopal that shall be a centre for cutting edge research in appropriate seed varieties for the agro climatic conditions of the state.  
» A Department of Biotechnology & Biodiversity has already been constituted to take the initiative forward
» A Biodiversity & Biotechnology Policy has been announced
 
» Incentives & concessions have also been announced to attract private sector
 
» Liaison with the Centre for research grants/ projects has commenced
 
» The Life Sciences Gateway shall be set up as part of ‘Univercity’ at Bhopal with a strong emphasis on the Agriculture sector. It shall comprise of a  
» Life Sciences Institute, set up in collaboration with private sector to impart higher education and conduct cutting edge research in the field biotechnology in close association with industry
» Biotech Park, boasting state of the art infrastructure, linked to the  Institute through shared research interest and for availability of skilled human resources
 
» Emphasise the development of non-conventional sources of irrigation. Given the terrain of the State, and the large tracts under rainfed farming, the government proposes to promote the development of water conserving, cost effective and sustainable technologies at the local level.
» Water Shed Development has been initiated in the development blocks through community participation
 
» A Program for training of farmers in Ground water conservation and recharging of tubewells shall be adopted
 
» The use of fuel-less pumps shall also be encouraged  
» Develop Wastelands through private participation. MP has vast tracts of cultivable wasteland, which can be productively used for contribution to increase cultivation and employment opportunities. As significant investments would be involved in the upgradation of the land, the private sector shall be targeted. The government shall attempt to tackle the bureaucratic difficulties involved in getting clearances right from the Panchayat level to the different departments (Revenue Dept, Agriculture Dept etc). In turn the government shall earn revenue from previously non income generating assets. In order to make it a win-win proposition the following shall be done:  
» The State shall identify tracts of land, and get in principal approval from various departments and tiers of government, in advance.
 
» The land shall be provided at reasonable rates, and for a period sufficiently long to make it a viable proposition for the investor.
 
» MP Agro shall be the nodal marketing and application-processing agency for the same.
» A Wasteland Development Policy shall be announced for transparency and standardisation
