INCENTIVES & CONCESSIONS

The government will offer competitive incentives to industry. Special package of incentives will be provided to industries identified for the promotion of vibrant clusters, logistics, small-scale industries and export units. Units promoted by women entrepreneurs and entrepreneurs belonging to Scheduled Caste and Scheduled Tribes will be given additional benefits.  Details are attached.
» Investment Subsidy: The capital subsidy of 10% to 15% upto a maximum of Rs. 5 lakhs offered by the Industrial Policy 1994, is proposed to be continued for new units set up in the thrust /priority sectors of the state. In addition, units belonging to the Scheduled Castes and Scheduled Tribes shall also be eligible for the same.
 
» Special State Subsidy: Units involved in Agro and urban waste processing shall receive a subsidy for 25% of the cost or Rs. 25 lakhs, whichever is lower.
 
» Concessions for Diagnostic Centre / Nursing Homes: Diagnostic Centres and Nursing Homes coming up in ‘No Industry’ Districts as well as 'B' & 'C' category districts, and with investment in plant & machinery in excess of Rs. 10 Lakhs, are proposed for the same investment subsidy concessions as industrial units.
 
» Interest Subsidy: Interest subsidy will be offered at an enhanced rate of 5% per annum to all industrial units, small, medium & large, coming up in the state. The exact terms for the subsidy shall be as follows:

» Special package for Mega-Investments: Project with investment in excess of Rs. 50 crores shall be provided the following concessions in land, based upon the availability of land.

» This concession shall be available to new units in Growth Centres (AKVN), Industrial Estates (DIC) as well as other Industrial Areas declared by the Industries Commissioner.

The above investment limits can be relaxed upto 25% in the case of Non Resident Indians (NRI) or 100% Export Oriented Unit (EOU).

 
» Assistance for setting up Industrial Parks: Motivational assistance will be provided for the development of Industrial Parks in the private sector. Subsidy is proposed at the rate of 30% of Capital invested upto a maximum of Rs. 1 Cr. The ceiling shall be raised to Rs. 1.5 Cr. in the case of Hitech Parks.

» Udyog Vikas Nidhi (Industrial Development Fund). A Rs. 100 crore fund dedicated to the development of industrial infrastructure, namely model industry clusters, logistics and utilities shall be instituted.
 
» Concessions for Tourism Projects: Tourism has been allocated industry status. Investments exceeding Rs. 50 lakhs in Hotels, Motels, Heritage cottage, Health Farm, Amusement Park, Ropeway, Convention Centre, Imported vehicles for tourism, Adventure tourism, like parasailing, hang gliding, river rafting, mountaineering, Multiplex, Golf Course, and Restaurants recognised by MPSTDC shall be eligible for concessions at par with industrial units and district category.
 
» Stamp Duty Concessions: The Stamp Duty has been reduced from 4% to 1% in the State.
 
» Project Report Preparation: Project report cost reimbursement scheme allows reimbursement of 1% to 0.5% of the expenses (as per category of SSI/LMI). The GM, DTIC shall have the powers to give clearance for upto Rs. 3 Lakhs worth of reimbursement, applications for above Rs. 3.00 lakhs reimbursement shall be eligible for clearance from the State Govt. only.

» Assistance for Quality Certification: Assistance will be provided to industrial units obtaining quality certification from approved institutions/ research laboratories, at the rate of 50% of the expenditure upto a maximum of Rs. 0.75 lakhs.
 
» Patent Registration: Assistance shall be provided at the rate of 50% of expenses in this regard upto a maximum of Rs. 2 lakhs.
 
» Influence the Development of Backward Areas: Specific industrial development programmes will be planned for districts in the backward areas. Industrial units coming up in identified backward blocks will receive benefits as laid out under the interest subsidy schemes, units set up in the A, B, C and ‘No Industry’ blocks shall receive an interest subsidy of 5% annually upto a ceiling of Rs. 10 Lakhs, Rs. 20 Lakhs, Rs. 30 Lakhs, Rs. 40 Lakhs and for a period of 5, 6, 7, 7 years respectively.
 
» Promote Exports:  The government shall encourage exports by setting up appropriate facilities and providing incentives. In this context, the government proposes to set up an SEZ at Indore along with a Dry Port with the necessary logistics infrastructure. An Air Cargo Complex is also proposed at Indore. The EPIP Pithampur will be provided with appropriate infrastructure. The State also plans to promote three Agri Export Zones (AEZ) in the State to promote the development of Agri-Food exports. In addition, mega projects (Rs. 50 crores and above) will attract additional concessions in terms of a 25% relation in the investment limit for eligibility for free of cost land.
 
» Attract NRI Investment: Special efforts would be made to attract NRI investment. Quick and easy clearances will be provided to all NRI proposals. Information regarding available projects and facilities shall be put on the internet for easy access by interested entrepreneurs. Mega Projects (Rs. 50 crores & above) being set up by Non-Resident Indians (NRIs) shall attract a 25% relaxation in the investment limit for eligibility for free of cost land, over and above that available to other industrial units.
 
» Facilities for Schedule Caste / Tribes, Backward, Minority Sections. Keeping in view the economic potential inherent in the vast population of the disadvantaged sections, the state will develop entrepreneurship of this section of population. Due representation will be provided to this section, in various Entrepreneurship Development Programmes. An investment subsidy of 15% of Capital investment is proposed to be provided to industrial units being established by entrepreneurs from these categories.
