CORE
INFRASTRUCTURE
In the wake of liberalisation, infrastructure has emerged as the key driver of industrial
growth. Industrial investment flows are attracted to areas that are well
developed in terms of infrastructure and offer an environment conducive
for business. The State's proximity to the Northern and Western markets of
the country, peaceful labour environment, vast mineral resources and an
investor-friendly administration make it a potentially attractive business
destination. In order to take advantage of these strengths the Government
will endeavour to provide access to Core infrastructure for industry at
its door-step. For this purpose, the State will -

Structure
and Mobilise the “Udyog Vikas Nidhi”. A Rs. 100 crore
fund dedicated to developing Industrial Infrastructure
projects, in existing growth centers and proposed industry
clusters. Both hard (World City, Logistics Hub etc.) and
soft infrastructure (common industrial infrastructure such
as CETP, Testing Centres, R&D Centres etc.) shall be
eligible for funds from the Nidhi. The Nidhi
will be a rolling corpus fund.
Apart
from investing in projects, the Nidhi
will channelise domestic and international project
development experience through private participation of
contractors, operators and equipment suppliers in the
Special Purpose Vehicles (SPV’s) structured for the
specific initiatives. The fund will invest in both public
as well as private initiatives to encourage industry
clusters by investing in Industry-specific infrastructure
projects. The funds share of revenue generated by the
projects would be ploughed back into the fund for
redeployment in fresh projects.

Develop
a "World City" with Private Sector
Participation. A Special Economic Zone is proposed to be developed as a globally
competitive investment destination, in collaboration with
the private sector as a model for social-industrial
development. The SEZ will have: |

In
this context, the land has already been identified
and the acquisition is close to completion. The
Government shall also develop a Dry Port twinned
with the SEZ and an International Airport / Air
Cargo Hub in the region.

Assistance
for Setting up Industrial Parks. Private participation in
the setting up of industrial parks will be encouraged.
Assistance will be offered at the rate of 30% of Capital
invested upto a maximum of Rs. 1 Cr. For Hitech parks, the
assistance will be offered upto a maximum of Rs. 1.5 Cr.

Ensure
Power to the Industry. To overcome the problem of power
shortage, the State Government has allowed the setting up
of Captive Power Plants by the industry. The State
Government is announcing a revised captive power policy to
ensure dedicated and quality supply of power to industry.

Ensure
Quality Road Connectivity. The government is taking steps
to improve the quality of roads for catalysing the
development of industrial corridors. These steps
will link industry centers to National Highways and
important rail-road junctions in the state. A new
framework for private development of State Highways has
been formulated for faster implementation of road
projects. Important road links and trunk routes to
industry centers have been identified and shall be
suitably strengthened through a time bound programme. The
operation and maintenance of road projects will be
privatised.

Provide
air connectivity to major Industrial Towns. In order to
improve access in the state in the short term the
government will endeavour to provide air linkages to
industrial towns. The government will liaise with the
Central Government to make Indore an International
Airport. It will proactively pursue with Indian Airlines
and private airline operators to link Indore, Bhopal,
Gwalior and Jabalpur to the key urban centres of India by
air. For the promotion of exports the government will set
up an Air Cargo complex at Indore.

Facilitate
upgradation of Telecom Infrastructure. The State boasts a
superior telecom network in the state with 20,000 kms of
fibre optic cable already laid.

Develop
sophisticated Logistics Infrastructure. Madhya Pradesh as
a land locked state suffers from locational disadvantages
due to lack of a seaport. The government will initiate
steps to overcome these limitations by developing physical
logistics infrastructure in the form of :

a Network of Commodity Banks across the State by
attracting private sector investments to promote
third party logistics

a Logistics Hub at Indore consisting of a Dry
Port, Air Cargo Complex and a SEZ

Improve
road linkages to the Logistics hub by :
Strengthening and possible 4-laning of 14
stretches of various State Highways on BOT basis
is already underway

Develop
cold chain infrastructure through public private
partnerships across the state, especially in
agriculturally rich areas like Bhopal, Sagar,
Ujjain, Hoshangabad, Khandwa, Jabalpur, etc in
line with the theme of a Logistics Hub. |
