TECHNICAL
EDUCATION
As
a result of policies of economic liberalisation and opening up
of the global markets, the demand for skilled technical
personnel from both the manufacturing and services sector has
changed in scope and dimension.
Economic development by way of attracting industry and
the services sector to the state calls for the supply of skilled
and trained manpower at executive, supervisory and shop floor
levels.
Investment
in technical education, training and skills upgradation for
ever-increasing numbers who joins the work force is a major
challenge. The state government has taken a large number of
measures in this direction.
These initiatives need to be strengthened and expanded.
POLICY
INITIATIVES
The
government is committed to ensuring the availability of a
skilled manpower. The state will therefore endeavour to

Expand
educational facilities to increase the opportunities
available for technical education

the quality of education imparted at the technical
institutes in the state.

Expansion
of Educational Facilities
To
cater to the growing demand for a technically skilled workforce,
the state will strive to expand facilities for technical
education.
This will be done through

Increasing
the number of seats in existing institutions: There
has been a substantial increase in the intake capacity of
the institutes in the state. The state government will
liaison with AICTE to continue this trend of increasing
the capacity of existing institutions. The government will
also strive for addition of newer disciplines in these
institutions.

Encouraging
the setting up of new facilities for technical education: The
state government shall strive to create a conducive
environment for private sector participation in creating
new facilities for technical education. The government has
already initiated this process by substantially enhancing
the tuition fees at the government run institutions and
making them autonomous.

Ensuring
Quality of Education:
The
quality of education being imparted at the institutions in the
state is a major area of concern for the government. It has
initiated a large number of steps to address this concern. The key
initiatives of the government are

Establish
Rajiv Gandhi Technology University at the apex level: This
university will discharge the role of an examining body
and will also function as the centre for curriculum and
faculty development. One of its major endeavours shall be to concentrate on
expanding opportunities for continuing education and
training, especially for the teaching faculty in the
engineering colleges and polytechnics of the state. This
will go a long way in improving the quality of education
imparted at the technical institutes.

Improving
the infrastructure of the institutions: To
ensure the availability of good quality infrastructure the
autonomous institutes have been allowed to retain the fees
collected to upgrade and improve the facilities.
Infrastructure in forty polytechnics has also been
strengthened to improve the delivery of academic services.
Efforts will be made to create facilities for imparting
technical education in all disciplines through an
e-learning model.

Establishing
Centres of Excellence in various disciplines: The
Rajiv Gandhi Technological University shall be developed
as a centre of excellence in the field of IT and other
related disciplines. Select engineering colleges and
polytechnics will also be converted into centres of
excellence to ensure the availability of good quality
technical manpower.

MEDICAL
EDUCATION

The
Government will encourage private sector participation in
setting up medical colleges.

9
medical colleges, 12 dental colleges and 9 nursing
colleges are proposed to be established by the private
sector.

A
Para Medical Council is proposed to be constituted in the
state. This will enable the setting up of Paramedical
Training Institutes by private sector players.
|
|
VOCATIONAL
EDUCATION
An
essential requirement for the growth of industry in Madhya Pradesh
is the availability of skilled manpower. Institutes engaged in
imparting vocational education cater to this need of the industry.
A large number of students opt for a traditional bachelors’
degree in Arts, Commerce or Science. At the end of three years
they realise that they have a degree in hand but no employment.
This leads to a mass of educated unemployed youth. Vocational
Education on the other hand focuses on imparting skills that are
in demand by the industry and thus ensures availability of jobs
for its students.
POLICY
INITIATIVES
The
state government is committed to improving the quality and content
of education being imparted in vocational institutes. The
government will strive to introduce new courses and upgrade the
course content of the existing courses to bring them in line with
the emerging trends and technologies. The government also
proposes to involve the industry in designing the courses for
these institutes. It has therefore initiated the following:

To
address the question of relevance and capacity of the
existing framework of technical education and propose
changes for catering to future requirements the state
government has constituted a committee under the
chairmanship of Dr. H.P.Dikshit, Vice-Chancellor of Indira
Gandhi National Open University.
The committee has been asked to submit proposals
for the revamp of the technical and vocational educational
sectors in the state.

Another
committee headed by Dr. P.B.Sharma, Vice-Chancellor of
Rajiv Gandhi Technical University has examined the working
of ITIs and gone into the different trades for which
training is offered at these institutions. It has identified trades that have lost relevance and those
disciplines in which facilities need to be expanded. An
action plan to implement these recommendations has been
prepared and is being implemented.

Based
on the reports from the two committees, the
government will take steps to revamp the vocational training sector.
Emphasis shall be placed on quality enhancement by creating modern
infrastructure instead of adding to capacity in existing trades.
Facilities shall be added under new disciplines like IT, computer
hardware, industrial and consumer electronics, medical equipment and
laboratory applications, biotechnology related skills etc.
A massive programme for continuing education especially for the
faculty of the ITIs shall be undertaken by creating modern training
facilities.
IT EDUCATION
Use
of Information Technology in work-life has become a key requirement in
this information age and the emerging "new economy". Over
seventy percent of workers in developed economies are information
workers, i.e. use information technology during work or production.
Experts believe that over ninety percent jobs in the 21st
century would require IT proficiency.
POLICY INITIATIVES
Availability
of trained and skilled human resources is a pre-requisite for the
development of the IT industry and for expanding IT applications in the
state. The state government is
committed to improving the quality and availability of trained manpower
in the state. To ensure the availability of a talent pool in the
state, the government is proposing the following initiatives.

Centre Of Excellence In Information Technology: The
government proposes to establish a centre of excellence in Information
Technology at the Rajiv Gandhi Technology University in collaboration
with leading private sector companies like IBM, Oracle etc. Roles and
responsibility of the Institute are envisaged as

A
committee has been constituted to co-ordinate, network and attract
private sector participants.

Increasing
the number of seats in Computer Science: The
number of seats at the diploma and degree levels have been increased
substantially to 5000 at present. The number of seats available under
the MCA programme have been increased to approximately 1800.

Computer
Training in government schools and colleges: To
ensure wide spread computer literacy in the state the government has
initiated computer training in government run academic institution
through a tie-up with a private sector player. This project has resulted
in IT training courses being conducted in 233 government schools and 137
government colleges at very reasonable costs.
The government proposes to expand the coverage of this project to
include other government run schools and colleges also.

Institute
for providing training for IT Enabled Services:
To
attract the ITES industry to the state, the government has established
an IT enabled services training centre at Bhopal. Similar centres are
planned at Indore and Gwalior.
